The Special Development Council (SDC) has been established in nine tribal dominated districts namely

- Koraput
- Malkangiri
- Mayurbhanj
- Nowrangapur
- Rayagada
- Sundergarh
covering 117 blocks, 1886 Gram Panchyats (GPs) , 18687 villages and 1359385 ST households.
